Do we know what it means technically that central bank payments are secured by secret codes? [closed]

Last year it was reported that the Libyan central bank requires secret codes to make payments. This came up during a political contest over the administration of the bank, and the codes where held by the long standing but recently dismissed bank’s governor.

Do we know what this means in reality? Is this the log in for the computer that has the data on it? The username and password for the Libyan account at the US central reserve web site? The private key of a asymmetric key authorisation process that all countries use?

Answers for any country would be of interest. I asked a similar question on politics and it was considered not on topic there, I hope this is here.
