Do many experts argue that apps are generally more secure than websites? [closed]

The Guardian says:

Many tech experts also argue that apps are generally more secure than websites and allow banks and others to carry out sophisticated ID verification using face, voice and fingerprint biometrics.

This does not seem credible to me. Generally installing something provides more opportunities for security issues than a web page, and it seems that andriod/linux is worse in this regard than say GNU/linux. It is not clear if the second statement is part of the same statement, but websites can also access biometric authentication technologies.
